Building in Uttara: approval, height and plot papers

Uttara is a RAJUK-planned model town, so almost every plot follows RAJUK rules. Three things make Uttara different from the rest of Dhaka.

Excavator Site
Newer sectors often need piles
SECTION · G+5 ON PILES
01
RAJUK lease plots
Most Uttara plots were allotted by RAJUK on long lease. Keep the allotment, lease deed and RAJUK transfer and mutation papers ready, because the approval file needs them along with the deed, khatian and tax receipts.
02
Height near the airport
Uttara sits beside Hazrat Shahjalal International Airport. Buildings under the flight path need height clearance from the Civil Aviation Authority, which can cap the number of floors. The architect checks this before designing.
03
FAR, road width and DAP
The Dhaka Mohanagar Imarat Nirman Bidhimala 2008 and DAP 2022 to 2035 set your floors, coverage and setbacks from plot size and road width. Most 3 and 5 katha plots end up as G+5 or G+6 with parking on the ground floor.
04
Soil test in the newer sectors
Sectors 15 to 18 on the western side were built on filled low land, so a soil test and often a pile foundation are essential. Older sectors near the airport usually stand on firmer ground.

Sectors we cover in Uttara

Each part of Uttara has its own plot sizes, road widths and ground conditions. Add your sector in the quote form and we match teams who work there.

Sectors 1 to 7

The oldest sectors, beside the airport. Many 2 and 3 storey houses being rebuilt as apartments; check height clearance first.

Sectors 9 to 14

Established residential sectors with 3 and 5 katha plots and G+5 to G+6 family buildings.

Sectors 15 and 16

Newer sectors on filled land near the metro. Soil tests and pile foundations are common.

Sectors 17 and 18

The newest part of Uttara, with large RAJUK apartment projects and many new flat handovers.

Diabari

Western edge around the metro depot, with fast new construction and rising land values.

Sonargaon Janapath

The main commercial spine, with shops, showrooms and offices on the lower floors.

Azampur

Busy area beside the highway, with mixed use buildings and apartment interiors.

Uttara Model Town

The planned residential core, with lakes, parks and the quieter family roads.

What people build in Uttara

Most Uttara projects are family buildings that earn rent, rebuilt older homes, and interiors for new flats.

A family building with flats for rent
The owner lives on one or two floors and rents the rest. Plan a lift shaft, separate meters and parking from the start.
Rebuilding an old house

Older 2 and 3 storey houses in the first sectors are being replaced. Check the airport height limit and the road width before deciding how many floors to plan.

Building yourself or with a developer

Building yourself keeps every flat but needs money and time. A developer (land share) deal needs no cash but you give up flats; get the share ratio, handover date and penalty for delay in a registered agreement.

New flat interiors
New handovers in Sectors 15 to 18 need full interiors: kitchen, wardrobes, false ceiling and lighting. See our new flat interior checklist.
Duplexes on larger plots
Some owners on 5 katha and above build a duplex now and design the frame for more floors later.
Apartment Balconies
A typical Uttara family building. Parking below, flats above, balconies facing south.

Architect in Uttara: common questions

Do I need civil aviation clearance to build in Uttara?

Often, yes. Uttara is beside Hazrat Shahjalal International Airport, and buildings near the flight path need height clearance from the Civil Aviation Authority of Bangladesh. It can limit how many floors you build, so the architect should check it before the design is fixed.

Most 3 and 5 katha plots in Uttara are built as G+5 or G+6, with parking on the ground floor. The exact number depends on road width, FAR under the Imarat Nirman Bidhimala 2008, DAP 2022 to 2035 and any airport height limit.

Keep the RAJUK allotment letter, the registered lease deed, RAJUK transfer or mutation papers if the plot changed hands, the khatian, land tax receipts and your NID. The approval file and any later sale both depend on them.

Building yourself keeps every flat and gives full control but needs money and time. A developer deal needs no cash from you, but you share the flats. If you choose a developer, register the agreement with the share ratio, handover date, specifications and a penalty for delay.

Often, because much of the newer western sectors stands on filled low land. Only a soil test can decide the foundation, so order it before the design is drawn.

At 60% coverage a 5 katha plot gives about 12,960 sq ft over six floors. At ৳1,800 to ৳2,500 per sq ft that is roughly ৳2.3 crore to ৳3.2 crore in 2026, before land, design fees, approval, piles and interiors.
