Building a House in Cumilla: Cost, Approval, Design and Finding an Architect (2026)

Everything families ask before they build in Cumilla (Comilla): what a house costs in 2026, who approves the plan, how to deal with filled land and flood water, and how to manage the work from Dhaka or abroad.

Key points

  • Building a house in Cumilla costs about ৳1,800 to ৳2,500 per sq ft in 2026 for the structure and standard finishing, and about ৳2,000 to ৳2,300 for a one storey village house.
  • Inside the city, Cumilla City Corporation approves building plans. In the upazilas it is the pourashava, or the union parishad in villages.
  • Many new plots in Cumilla sit on filled paddy land. Get a soil test before design and raise the plinth above the 2024 flood level on your road.
  • Hire an IAB registered architect and an IEB registered structural engineer, get a written BOQ, and pay in stages.

Why building in Cumilla is different

Cumilla sits on the Dhaka to Chattogram highway, about 100 km from Dhaka, and it has been growing fast since the city corporation was formed in 2011. Land is cheaper than in Dhaka, so many families build a duplex or a building with rental floors here. A large share of new houses are paid for by family members working in the Middle East, Malaysia, Europe and elsewhere.

Four local conditions shape almost every project:

CuCC
Cumilla City Corporation approves plans inside the city
Filled land
Many new plots are raised paddy land that can settle
Gomti flooding
The August 2024 floods reset safe plinth heights
Lalmai hills
Firmer red soil around Kotbari and the Lalmai area

If you already know what you want to build, our architect in Cumilla page explains how we match you with local firms. If you are still planning, read on.

How to build a house in Cumilla, step by step

Most delays and extra costs come from doing these steps out of order, for example drawing the design before the soil test, or starting work before the approval arrives.

StepWhat happensTypical time
1. Check the land papersDeed, mutation (namjari), khatian and land tax receipt in the owner’s name1 to 4 weeks
2. Soil testBore holes on the plot; the report sets the foundation type and depth1 to 2 weeks
3. Brief and budgetRooms, floors now and later, rental units, budget range1 week
4. Concept and 3DFloor plans and front view from the architect2 to 4 weeks
5. Approval drawingsArchitectural and structural sets signed by registered professionals2 to 4 weeks
6. Plan approvalFile submitted to the city corporation, pourashava or union parishadSeveral weeks to a few months
7. Contractor and BOQWritten quotes compared line by line, contract signed2 to 3 weeks
8. ConstructionFoundation, frame, brickwork, roof, plumbing, wiring, finishing8 to 14 months for a duplex
9. InteriorCeiling, woodwork, kitchen, paint and lights2 to 3 months

Typical ranges from projects in and around Cumilla. Time depends on the authority, the season and how quickly decisions are made.

Avoid pouring concrete in the peak of the monsoon if you can. Many owners start the foundation in the dry season, from November to March, so the structure is above ground before the rains.

Land, soil and flood levels in Cumilla

Much of the new housing around Cumilla city is on land that was paddy fields or low ground a few years ago and has been filled with sand or earth. Filled land settles over time, and if the foundation is not designed for it, walls crack and floors sink unevenly. The soil test tells the engineer whether simple footings are enough or whether the building needs a mat foundation or piles.

  • Filled or low land: common on the city edges and along new roads. Expect deeper foundations and budget for them before you fix the design.
  • Higher ground near Lalmai: the red soil around Kotbari and the Lalmai hills is usually firmer, but slopes need retaining walls and drainage.
  • Old city areas: plots in Kandirpar, Jhawtola or Dharmasagar are often narrow and close to neighbours, so the foundation must not undermine the next building.
Set the plinth from real flood marks

Ask neighbours how high the water reached on your road in August 2024, when the Gomti and heavy rain flooded large parts of Cumilla district. Keep the ground floor level clearly above that mark, and keep the septic tank lid and electric meter above it too.

Cumilla is also in an earthquake zone, like the rest of eastern Bangladesh. The structural design must follow BNBC 2020. Our earthquake resistant building guide lists the checks to ask your engineer about.

Building plan approval in Cumilla

Which office approves your plan depends on where the plot is:

Inside the city
Cumilla City Corporation
  • Kandirpar, Race Course, Jhawtola, Dharmasagar, Chawkbazar and other city wards
  • Full drawing set and land papers needed
  • Allowed floors and ground coverage depend on road width and plot size
Outside the city
Pourashava or union parishad
  • Upazila towns such as Laksam, Chandina, Daudkandi or Chauddagram go to their pourashava
  • Villages go to the union parishad
  • Rules are lighter, but a registered design still protects your family

Documents usually asked for:

Check the current list and fees with the office before you submit, because they change. The process in Cumilla follows the same logic as Dhaka, which we explain in the RAJUK building plan approval guide.

House design ideas that suit Cumilla

Three kinds of project make up most of what families build here, and each needs a different approach.

  • Duplex on a city plot: a 3 to 5 katha plot fits a family duplex with parking, a guest room downstairs and bedrooms upstairs. See duplex house design for layouts.
  • Village home in the upazilas: one storey or a village duplex with a deep veranda, an uthan or courtyard, cross ventilation and a raised plinth. See village house design.
  • Building with rental floors or shops: along busy roads in Kandirpar, Chawkbazar, Tomsom Bridge or Shashongacha, owners often put shops on the ground floor and flats above. Plan stairs, lift space and separate meters from day one.

Design now for the floors you will add later. Many Cumilla families build two floors now and plan more when money comes from abroad. Telling the engineer the final height at the start adds a little to the foundation and columns today, and saves a very expensive retrofit later.

For the outside, colours that hide monsoon stains last longest. Our house exterior colour guide has combinations that work in this climate.

How much does it cost to build a house in Cumilla in 2026?

৳1,800 to 2,500
per sq ft, residential building
৳2,000 to 2,300
per sq ft, one storey village house
৳900 to 4,000+
per sq ft, interior work
60%
ground coverage used in the examples

Labour can be slightly cheaper than in Dhaka, but rod, cement and brick cost about the same everywhere, so the per sq ft rate is close to the national range. What moves your number most is the foundation on filled land, the plinth height and the finish you choose.

Example projectBuilt areaApproximate build cost
One storey village house1,000 sq ft৳20 to 23 lakh
Duplex on a 3 katha plotabout 2,590 sq ft৳47 to 65 lakh
4 katha plot, G+3 (4 floors)about 6,910 sq ft৳1.24 to 1.73 crore
5 katha plot, G+5 (6 floors)about 12,960 sq ft৳2.3 to 3.2 crore

Worked out at 60% ground coverage (1 katha = 720 sq ft) and 2026 rates of ৳1,800 to ৳2,500 per sq ft. Excludes land, design fees, approval, soil test, boundary wall, lift and interiors.

Budget separately for the architect and structural engineer (each firm quotes its own fee), the soil test, approval fees, the boundary wall, a deep tube well if there is no supply line, and a lift for taller buildings. Full worked examples are in the building construction cost guide and the duplex house cost guide.

Interior design in Cumilla

Interior work in Cumilla runs from about ৳900 per sq ft for a simple finish to ৳4,000 or more for premium work. Most families finish the kitchen, bedrooms and drawing room first and leave decorative work for later. Ask for a written BOQ that names the board brand and thickness, the hardware and the paint, so quotes from Cumilla and Dhaka firms can be compared fairly.

Living Room Plants
Plan the interior with the building. Light points, AC lines and kitchen plumbing are cheaper to place before plastering.

See interior design in Bangladesh for what a full package includes and the interior design cost guide for prices room by room.

Building in Cumilla while you live abroad

Remote building works well when the paperwork is clear and money moves only against finished work. Families who build this way successfully usually do the following:

How to choose an architect, engineer and contractor in Cumilla

Cumilla has good local firms, and many Dhaka firms also take projects here because of the highway. Whoever you choose, check these points before you sign:

  • Registration: the architect should be a member of the Institute of Architects Bangladesh (IAB) and the structural engineer of the Institution of Engineers, Bangladesh (IEB).
  • Local work you can visit: ask for two finished houses in Cumilla and talk to the owners.
  • Separate design and construction prices: so you know what the drawings cost even if you build with someone else.
  • A written BOQ: materials, brands, quantities and rates, not a single lump sum.
  • Stage payments and a timeline written into the contract.

Be careful with offers that skip the soil test, promise approval "within days", or ask for most of the money before the foundation is done.

We check these points for you. Through our Cumilla architect and interior design service you get up to three written quotes from registered firms that work in Cumilla, free of charge. You can also request quotes here.

Building a house in Cumilla: common questions

What documents do I need for building plan approval in Cumilla?

Usually the registered deed and earlier deeds, mutation (namjari) and khatian in the owner’s name, a current land tax receipt, the mouza map, the owner’s NID, a soil test report and drawings signed by a registered architect and engineer. A power of attorney is needed if a relative applies for an owner abroad.

Usually several weeks to a few months. A complete file with clear land papers, a soil test and signed drawings moves fastest.

Only a soil test can tell. Firm ground may need simple footings, while recently filled paddy land often needs a mat foundation or piles. Never let the design start before the soil report is in.

Find the highest water mark on your road from August 2024 and keep the ground floor clearly above it, with the septic tank lid and electric meter higher too. Your architect sets the exact height from the road level and local drainage.

The dry season, roughly November to March, is best for digging and the foundation. Starting then lets the structure rise above ground before the monsoon.

Land is much cheaper and labour slightly cheaper, but rod, cement and brick cost about the same, so the build rate per sq ft is close to Dhaka’s.

It depends on the road width in front of the plot, the plot size and the local rules. Your architect checks this before drawing, and the approval confirms it.

Ask for their membership numbers with the Institute of Architects Bangladesh (IAB) and the Institution of Engineers, Bangladesh (IEB), and check that the names match the signatures on your drawings.
